If I have the fidelity youth card, is my cash balance what is available to be spent on the card? (For example: if I have $24.57 cash balance, I can use my card for purchases up to $24.57 until I put more money in the cash balance section?)

Yes i believe that’s true, the cash balance is the balance you are able to use on the fidelity card.
