Unable to open a ROTH IRA account on Fidelity. Error: “Cant Verify your information”

Hi there,
I’ve been trying to open a ROTH IRA account online fidelity.com and everything I fill out my information on the form (correctly), I keep getting an error stating they cant verify my information.
I dont have any other accounts with Fidelity, this would be my first one.
Where do I go from here? I spoke to a rep on the phone and they said I’d have to fill out a paper form and send it by mail…but seriously? Is there no quicker way?
Any insight would be appreciated. Thank you.

This can happen if there is not enough verifiable information on you to complete this process online. In this instance, a paper form is needed to open the account. This form is available for download here: https://www.fidelity.com/customer-service/forms-applications/all-forms
Once there, select all forms and narrow your results by choosing “Open an account” from the tasks list. You can drop the form in the mail to the address listed at the bottom or with your local Fidelity Investment Center branch. Am outside USA thats Kenya. What do i use to open account beacuse i dont have SSN number required for USA citizens?
