I’m in a foreign country. Would I be able to withdraw my us dollars as korean won from the atm? Is there a fee?

Probably not a regular ATM but you could go to an exchange and im sure they could do that. Yes there would be a fee. If the exchange cant take it out of your account you could withdraw in USD first.
